Erik's Ten Point Plan for Recovery Residences

1. Establish a permit system.

2. Create a separation ordinance of 1000’ between unlicensed Recovery Residences and both other unlicensed Recovery Residences and DHCS licensed houses for addiction treatment.

3. Expand the separation ordinance to create a separation of 1000’ between unlicensed Recovery Residences and ANY state licensed housing (DSS and DHCS – mental health, group homes, senior congregate care, terminally ill).

4. Require Recovery Residences to register with the City to ensure compliance.

5. Mail annual notifications to all recovery businesses (licensed and unlicensed, in commercial or residential zones), informing them they must comply with County ordinances and State regulations, including their registries of Recovery Residences.

6. Require the posting of a Patient Bill of Rights in every bathroom so patients can alert the City if violations occur. (See example)

7. Require a plan to send recovering addicts back home when insurance benefits run out or if they wash out. This will prevent them from ending up on Newport Beach streets.

8. Require that Recovery Residences exclude clients with prior felonious experience with violent crime.

9. Create an online system where residents can report complaints to the City.

10. Pool resources and form a Joint Powers Authority (JPA) with other Orange County cities facing similar issues with Recovery Residences. This will help fight legal challenges so we don’t go at it alone.
